An assortment of things could be causing low rpm's. If the machine is older, remove and check the muffler and exhaust port for carbon buildup. If the machine is only 2-4 years old, say, it probably needs a gasket and diaphragm kit (inexpensive) installed to restore the functionality of the carburetor. The ethanol present in todays gas, quickly ruins and dries out fuel lines and sensitive parts in the carb. Also, an important thing to check is the condition of the in-tank fuel filter and all fuel lines and primer bulbs. Post back after checking. Sorry for the late reply!

Check you pressure,needs to be between 15 to 25 psi at low ideal,with the eng at at operating temp.The head oils from the back main to the back camshaft bearing to a port at the R/H back part of the eng block to the head.Go ahead and pour some oil on the rocker arm assemble and let the tractor run a bit work it up to high ideal.If it doesnts oil possible problem with the head gasket being ported wrong are back cam bearing, Posted on May 18, 2010. 3513 Answers SOURCE: Hi Unhook the fuel pump feed to carb line and place it over a gas can with ignition disabled to see if it is pumping any fuel at all. If you are getting fuel past the filter and pump (should be low pressure) your next bet would be to check the carb itself.

Many smaller motors that aren't run often can develop deposits or contaminants that clog small ports or jets in the carb and prevent fuel from making its way into the motor. If you have any available you may want to try spraying a little starting fluid into the carbs while cranking to see if it will help it turn over. However if you are getting gas out of the bowl, then it can't be a plugged fuel filter. It could be bad needle-valve or blocked passage. Take the carb apart and soak it overnight in Lacquer thinner then blow it out with an air compressor.
